The Federal Education Freedom Tax Credit represents a significant new opportunity to expand education freedom for families across New Hampshire. Although qualifying contributions will not begin until January 1, 2027, realizing the program’s full potential requires laying the groundwork now by educating donors, engaging schools and community organizations, and building the partnerships that will connect more families with educational opportunities.
Children’s Scholarship Fund New Hampshire (CSF) is expanding its team to help lead that effort, strengthening its capacity for statewide outreach, partnership development, and donor engagement as the program’s launch approaches.
Getting a Head Start on 2027
When Congress enacted the Federal Education Freedom Tax Credit in 2025, it created a new way for taxpayers to support educational opportunity.
Beginning in 2027, eligible taxpayers will be able to receive a dollar-for-dollar federal tax credit of up to $1,700 for contributions made to approved Scholarship Granting Organizations, including Children’s Scholarship Fund New Hampshire.
Those private charitable contributions will fund scholarships that help eligible students pay for educational expenses such as tuition, tutoring, transportation, books, educational technology, special education services, and enrichment programs.
New Hampshire has already chosen to participate in the program. The next step is making sure families, donors, schools, and community organizations understand how it works and how they can take part.
That effort will be led by Alison and Stephanie.
Alison Mueller: A Marketing Career Built for This Moment
Alison Mueller brings nearly two decades of experience helping educational organizations grow and thrive.
Her background spans marketing and enrollment management, with additional experience in development and strategic planning, most recently serving as Director of Marketing, Enrollment, and Development for the Roman Catholic Diocese of Manchester.
Alison holds a bachelor’s degree from Saint Anselm College, a Master of Business Administration from Champlain College, and a Certificate in Marketing Strategy from the Johnson Graduate School of Management at Cornell University.
Throughout her career, Alison has strengthened school communities, increased philanthropic support, helped organizations communicate their mission more effectively, and created the statewide NH Catholic Schools brand. She has also shared her expertise at conferences across the country.
As Director of Education Freedom Tax Credit Development, Alison will focus on building relationships with donors, nonprofit organizations, schools, and community partners while helping lead statewide implementation of the new federal initiative.

Stephanie Lynn: A Career Rooted in Mentorship and Growth
Joining Alison is Dr. Stephanie Lynn, whose experience spans organizational development, and community engagement.
Stephanie earned her Doctor of Education in Higher Education Leadership from Clark Atlanta University and has dedicated much of her career to helping individuals and communities grow through education, leadership, and mentorship. She is also the founder of Altogether Beautiful Movement, where she has spent the past decade empowering women through leadership development and community outreach.
As Education Freedom Tax Credit Officer, Stephanie will help lead donor engagement and outreach as the program’s launch approaches.

The Work Between Now and 2027
Over the coming months, Alison and Stephanie will meet with schools, nonprofit partners, and community leaders across New Hampshire to introduce the Federal Education Freedom Tax Credit and help prepare for its successful implementation.
Their work will build on a foundation Children’s Scholarship Fund New Hampshire has spent nearly a decade establishing.
Today, the organization administers both the state’s Education Freedom Account program and Education Tax Credit Scholarship Program, working with thousands of families, schools, businesses, and community partners each year. Since 2016, the Education Tax Credit Scholarship Program has administered 6,941 scholarships totaling more than $17.2 million for New Hampshire students.
With Alison Mueller and Dr. Stephanie Lynn joining the team, CSF is investing now to make sure the program is ready to serve students and families from day one.
